Introduction, Operation, and Challenges in Utilizing Emergency Medical Information Kits in Municipalities of Heavy Snowfall Areas
Results of Questionnaire Survey of Personnel Responsible for Distributing Emergency Medical Information Kits

Objective: This study aimed to clarify the introduction operation status, and
challenges in the utilization of emergency medical information kits in municipalities
located in heavy snowfall areas.
Method: A self-administered questionnaire survey was conducted between July and September 2023 with personnel responsible for distributing emergency medical information kits in all 357 municipalities across seven prefectures, each of which includes municipalities designated either as heavy snowfall areas or as special heavy snowfall areas under the Special Measures Law. A total of 144 valid responses were analyzed.
Results: Among the respondents, 113 municipalities (78.5%) reported having
introduced emergency medical information kits. In more than half of the municipalities,
the distribution was targeted at households with "elderly individuals living alone" or
"households consisting only of elderly members." A total of 67 municipalities (62.8%) evaluated the kits as being useful for emergency activities. On the other hand, 80 municipalities (70.8%) reported
challenges in utilizing the kits, with the most common issue being the "inability to
update information in a timely manner."
Conclusion: These findings suggest that it is necessary to refine the recorded
information so that local supporters and family members can help update it without
burden.
